Eng. Mubarak Mahboob Al-Nuaimi

Al-Nuaimi is a civil engineer with over 25 years of experience in urban planning and building permit issuance in Qatar. He holds a Bachelor’s degree in Civil Engineering from Qatar University and a Master’s degree in Construction Project Management from the University of Portsmouth in the United Kingdom.

Throughout his career, Al-Nuaimi has led numerous strategic projects. He served as Director of the Building Permits Complex from 2014 to 2017, during which he oversaw the licensing of most towers built in that period. He also directed the digital transformation project of the building permit system, leading the shift from traditional paper-based processes to an electronic system.

Before 2006, Al-Nuaimi participated in the planning and supervision of several major highway projects in Qatar, including Dukhan Road, Al Shamal Road, the Doha Expressway, and the Airport Road.

Al-Nuaimi also chaired the Technical Committee for the Downtown Doha Development Project ahead of the FIFA World Cup, and his experience further includes overseeing the licensing and classification of engineers and engineering offices in Qatar.
